Seeking a detail-oriented and proactive Talent Acquisition Specialist to join our Human Resources team. This role will focus on creating offer letters for all staff, including faculty, civil service state employees, classified/unclassified personnel, and transient workers etc.

Regular attendance is required to perform the functions of this position. Incumbent will maintain a customer-oriented awareness by acknowledging and responding to needs as they occur while maintaining impeccable customer service at all times.

Key Responsibilities (100%)

  1. Offer Letter Creation: Draft and issue offer letters for all types of employment, ensuring compliance with organizational policies and legal requirements.

Job Posting: The incumbent independently analyzes, creates and processes documents involving classified position descriptions (separate entities), personnel actions, and maintenance of position control systems for position description records, coordination of Civil Service and PeopleSoft position control Assist in creating and posting job advertisements on various platforms, including our ATS and external job boards.
  • Administers all pre-employment screenings for LSU Health Sciences Shreveport potential employees, faculty members, medical students, allied health students, transients, graduate students, residents and fellows. This includes pre-employment drug screening, the pre-employment background inquiry and coordination of the Federal Healthcare Eligibility program consistent with federal and state law and institutional policy.
  • Maintains up-to-date versions of all pre-employment forms.
  • Maintains compliance statistics and submits, on an annual basis to the LSU Systems Office, the Employee Drug Testing Report.
  • Pre-employment screening involves actions related to every employee classification (Faculty, Unclassified, Classified, Students, Fellows, House Officers, Graduate Assistants and Transients).
  • Tracks approximately 1,000 pre-employment drug screens annually.
  • Demonstrates knowledge to ensure compliance with all University, LSU Systems, Civil Service and other internal directives.
  • Responsible for reviewing background inquiry dispositions for satisfactory results. Consults with Talent Acquisition Manager-regarding questionable background inquiries for Shreveport and satellite offices.
  • Administers pre-adverse letter to applicant, when background inquiry results contain disqualifying attributes; applicant has 7 calendar days from date of letter to appeal results.
  • Administers adverse letter to applicant when, based on background inquiry results, application for employment has been denied.
  • Receive and verify Premier monthly statements. Obtain Approval Talent Acquisition Manager, then submit to the accounting department for payment of services.
  • Managing the pre-employment process for LSU Health Sciences Center Shreveport, LSU Health Sciences Center-Ochsner-Monroe and Family Practice in Alexandria. This includes managing background and drug screening requests for new hires. Incumbent reports any issues to the Talent Acquisition Manager. Incumbent is a contact for third party vendors related to conducting the pre-employment process. Incumbent ensures all federal and state laws are followed.

      4. Collaboration: Work closely with business-managers to understand staffing needs and              facilitate the recruitment process.

  1. Talent Acquisition Participation: Evaluates, analyzes requests for new positions, reallocations, appeals, job studies, job corrections.
  • Prepares and submits requests to Civil Service for assessment.
  • Serves as liaison providing proactive counsel with department representatives and employees to determine appropriate job titles of positions based upon departmental needs with knowledge of organizational development of the facility.
  • Processes multiple personnel actions including reallocations, position changes, manual merits, career progression upward and downward movement, special pay implementation (SER's, Premium Pay, Shift Differentials, Optional Pay), as well as demotions and promotions relating to SF-3 allocation decisions.
  • Process implementation orders issued by Civil Service for specific classification titles and or job corrections. These actions are processed through PeopleSoft Administer Workforce and Managed Positions.
  • Participate in Talent Acquisition activities including screening candidates, coordinating interviews, and conducting reference checks.
  • Knowledge of all State and Agency rules concerning employment.
  • Confer with employees regarding any problems concerning employment status, reinstatements, reemployment, and Civil Service regulations
  1. Other Duties: Perform additional HR-related tasks and responsibilities as assigned by the Talent Acquisition Manager or CHRO.

This is a master job description that encompasses all tasks required within the Talent function team. Specific job duties will be delegated by the Talent Acquisition Manager; however, it's important that you are familiar with all duties for backup purposes.

REQUIRED KNOWLEDGE SKILLS AND ABILITIES

Individuals must possess the knowledge, skills and abilities or be able to explain and demonstrate that the individual can perform the essential functions of the job, with or without reasonable accommodation, using some other combination of skills or abilities and possessing the necessary physical requirements with or without the aid of mechanical devices to safely perform the essential functions of the job.

Applicant must meet the following qualifications:

  • Bachelor's degree in Human Resources, Business Administration, or a related field preferred.
  • Attention to detail with very strong written and verbal communication skills. Proficiency in Microsoft Office Suite and familiarity with ATS software.
  • Ability to manage multiple tasks and deadlines in a fast-paced environment. Strong interpersonal skills and a team-oriented attitude.
  • Minimum 2 years of experience in Talent Acquisition or Human Resources is a plus.

Salary Range: $45,000 - $65,000  

Primary Location: Shreveport, LA (on-site position)
