2023 NIH DATA MANAGEMENT AND SHARING POLICY GUIDELINES
 

Introduction

The 2023 NIH Data Management and Sharing (DMS) Policy requires that all NIH funded research describe in detail how scientific data will be managed and shared in a useable format. Data is also required to be preserved within a specialized repository. This information is to be provided within a newly formatted 2 page supplemental document known as the Data Management and Sharing Plan (DMS Plan). 

 

Three Things to Know

1. Effective January 25, 2023, ALL NIH funded proposals that will produce scientific data are required to submit a DMS Plan regardless of funding amount or mechanism.

2. A DMS Plan that complies with the new format must be submitted with your proposal

3. A DMS Plan is a binding document

What is considered scientific data? 

"The recorded factual material commonly accepted in the scientific community as of sufficient quality to validate and replicate research findings, regardless of whether the data are used to support scholarly publications. Scientific data DO NOT INCLUDE laboratory notebooks, preliminary analyses, completed case report forms, drafts of scientific papers, plans for future research, peer reviews, communications with colleagues, or physical objects, such as laboratory specimens." 

 

Compliance and Enforcement of Funded Projects

During the funding period: 

  • The DMS Plan will become a term and condition of the Notice of Award
     
  • Compliance with the DMS Plan will be determined by the NIH Institute, Center, or Office (ICO)
     
  • Plans may be revised or updated
     
  • Plan compliance and updates may be reviewed during regular reporting intervals
     
  • Non-compliance may result in enforcement action, including additional special terms and conditions to, or termination of, the award 

After the end of the funding period:

  • Non-compliance may be taken into account by NIH for future funding decisions for the recipient institution
